On 1 June 2016, the German Federal Ministry of Finance published the draft bill of the "Law for the implementation of the changes to the EU Mutual Assistance Directive and other measures against profit cuts and shifts" [Gesetz zur Umsetzung der Änderungen der EU-Amtshilferichtlinie und von weiteren Maßnahmen gegen Gewinnkürzungen und Gewinnverlagerungen]. With its implementation, multinational corporations will commit to a three-stage system for transfer pricing documentation (master file/local file/country-by-country reporting).
This three-stage documentation shall be prepared for the first time for financial years beginning after 31/12/2015. "BEPS-compliant" transfer pricing documentation must therefore be taken into account for the first time for the 2016 financial year.
